Tin Can API launch link is an activity plugin for Moodle which allows you to launch Tin Can content and track that content to an external LRS configured in Moodle. The plugin then pulls data from the Learner Record Store (LRS) back into Moodle to feed Moodle’s completion tracking and give the learner that little green tick!
It is also compatible with Storyline, Captivate and others. You don’t need to upload the activities to Moodle – just host them anywhere on the internet.

Im using moodle 2.9.1+ and tincan lauch url plugins not working as video shown
In my Moodle didnt have “Activity Completion” section. Please help
If you are not having Activity completion on your site then you can refer https://docs.moodle.org/29/en/Activity_completion_settings#Required_site_settings. Please let me know if it doesn’t help.

Is there going to be a plugin updated for Moodle 4? This seems to be exactly what I’m looking for, but it doesn’t seem to be rated to work with Moodle 4. I would like to use it to bring in my Articulate content.

We’re trying to get in touch with David, the author. To be honest it appears this plugin is no longer being maintained, as its last update was in 2018.
Have you taken a look at https://moodle.org/plugins/logstore_xapi ? It is compatible with Moodle 4.1.
